If you look for a private place (not necessarily a pretty one) you can go behind Fred Meyer Grocery shop and you will find a private place to smoke weed in.The shop is in the western area of Ellensburg and east to the Rotary Park. Another place which is a bit better looking is the Wippel park also a bit to the east of Rotary Park, its a bit less private but you will have something to look at while smoking. Like you said there are a lot of parks but its not very hard to find a corner to smoke in privately. Good luck!
You will be lucky enough to find over 20 marijuana dispensaries in or within 20 miles of Albany, Oregon. Be aware though that some of these dispensaries are medical only and some are both medical and recreational dispensaries. I would suggest calling before you go, depending on your preference. Many of the dispensaries are located near or within walking distance of restaurants, shopping and many tourist attractions. Although you may desire privacy, you may not need it, in fact, there are some areas in Portland where it is very common to smoke pot in public. I suggest checking with your local laws before you light up, however.

The legal age to get a medical marijuana card in Oregon is 18 years old. However even if you are under 18 you still have a way to get one. If you can get your parental guardian to write a signed letter for you then you are able to get medical marijuana even if you are under 18.

University of Washington research, published recently in Substance Use & Misuse, found that only 57 percent of Washington parents surveyed knew the legal age for recreational marijuana use and just 63 percent knew that homegrown marijuana is illegal under the law.
