Is it legal in Maine now to make and sell edibles, or is it just through a dispensary ?
If so , how do you get licensed to do so .

The legalization of marijuana has been approved, but measures won’t go into effect until January 30th. At that point it will be legal for adults over 21 to possess or cultivate small amounts of cannabis for personal use only. It will not be legal to sell homegrown goods in any fashion. To distribute cannabis to the public, you will have to go through the proper legal channels to acquire a license from the state, have your products scientifically tested, and a wide variety of other regulations and rules you must adhere to. I would recommend talking to one of your local city council members or calling up the Governor of your state to find out more information if this is something you would like to pursue.
